What is freight crime actually costing UK hauliers?

The load, perhaps consumer electronics, perhaps tobacco, perhaps £80,000 of branded clothing, is transferred to a van in under twenty minutes. The driver, asleep in the cab two metres away as the law requires him to be after his hours run out, hears nothing. By the time anyone looks at the trailer, the van is three counties away.

This is what most UK freight crime looks like, and there is a great deal of it. NaVCIS, the national policing unit that tracks it, has logged well over 5,000 HGV and cargo crime incidents in a single recent year, with direct losses approaching £70m; the Road Haulage Association argues the true cost to the economy, once spoiled loads, downtime, insurance and lost contracts are counted, runs closer to £700m a year. The pattern within the numbers is consistent: the overwhelming majority of thefts happen while the vehicle is parked, and they cluster along the strategic road network, with the M1/M6/A14 "golden triangle" around Northamptonshire and Leicestershire, home to distribution parks like DIRFT, reliably among the hotspots. The ANPR camera covers the main gate but not the fence line behind the wash bay, because that would have meant another £20,000 of trenching. The trailer door sensor triggers an alert that reaches a control room, but the yard camera that would let an operator verify it points the wrong way and cannot be moved without civil works. The panic points drivers were promised were value-engineered out when the cabling quote arrived.

The common thread is not the kit. It is that every device on a large outdoor site needs power and connectivity, and on tarmac and hardstanding, connectivity has traditionally meant either trenched cable, which is slow, disruptive and effectively permanent, or public 4G, which is shared with every phone on the adjacent motorway and fails under exactly the loads a security incident generates. Sites end up securing the areas that were cheap to cable and leaving dark the areas that were not, and the people who steal from trailers for a living know precisely which areas those are.

What does TAPA accreditation actually demand?

The commercial stakes have risen because shippers have started specifying security rather than hoping for it. TAPA's Parking Security Requirements (PSR) grade truck parking from Level 3 up to Level 1, and manufacturers of high-value, high-risk goods, electronics, pharmaceuticals, tobacco, increasingly instruct that loads only stop at graded sites. The DfT has pointed the same direction, putting match funding into lorry park upgrades tied to security and driver welfare standards.

Read the PSR requirements and a theme emerges immediately: they are network specifications in disguise. Monitored CCTV of entry, exit and parking areas; controlled access with records; perimeter protection with detection; incident response. "Monitored" is the operative word. A camera that records to a box that someone checks after the theft satisfies nobody; the requirement is live video reaching a control room, live gate events reconciled against bookings, live alerts from the fence line. For an operator wanting to take an existing unsecured site to a graded standard, the honest bill of works is not a camera order; it is coverage, power and bandwidth across every corner of the site, and then cameras.

Why is the lorry park a natural private 5G site?

We would frame the requirement this way: a secure lorry park needs operator-grade wireless coverage of every square metre of a large outdoor site, carrying dozens of high-bandwidth video streams and hundreds of low-bandwidth sensor and access events, reliably, at 3am, in rain, with nobody on site but sleeping drivers. That is not a WiFi problem; WiFi across fifteen open acres of parked steel is a physics argument the access points lose. And it is not a public-4G problem, for the reasons every tower-camera operator already knows.

It is, however, almost exactly the deployment profile private cellular was designed for. One or two radio points on masts the site already needs for lighting cover the whole footprint, including the awkward corners behind the fuel island. Cameras, ANPR, barriers, help points, and the payment and booking kiosks all ride the same network, and, importantly, they can be placed where security logic dictates rather than where ducts happen to run. A redeployable camera can move to cover this month's problem corner without a groundworks contractor. When an incident does occur, the network is private, so thirty simultaneous video streams do not contend with the motorway's phones, and the footage is on-site and evidential rather than scattered across cloud accounts.

The same layer serves the commercial side of a modern truck stop: driver WiFi in the cab (a genuine welfare and loyalty factor for a workforce that lives in the vehicle several nights a week), booking and payment systems, dynamic signage for space availability, and telemetry from the increasingly electrified estate as HGV charging arrives. We have made the electric-depot argument elsewhere; the security argument lands on the same conclusion from a different direction. The network is the site's central nervous system, and it is cheaper to build once than four times.

Does the same logic apply to depot trailer yards?

Yes, and arguably more strongly, because the loads are known. A 3PL's trailer yard outside Rugby holds a rotating population of loaded trailers whose contents the operator can enumerate precisely, which is also what makes it a target worth researching. Yard thefts and attempted intrusions are a routine feature of NaVCIS reporting, and the yard is typically the least-connected part of the depot estate: the warehouse has fibre and dense WiFi, and the network dies at the dock doors.

For depot operators the incremental argument is attractive. The same private network that covers the yard for security also carries the operational traffic the yard has always lacked: trailer position tracking against the yard management system, gatehouse ANPR that reconciles arrivals against bookings and cuts gate dwell, shunter vehicle connectivity, and seal-check and inspection workflows on handhelds that currently lose signal thirty metres from the building. Security pays for the network; the yard operation banks the productivity.

Where should an operator start?

Not with a camera vendor. The pragmatic sequence, whether for a commercial truck stop chasing TAPA grading or a haulier hardening its own yard, is (i) a threat and coverage survey that maps incidents, blind areas and existing duct and power routes honestly, (ii) a network design that puts guaranteed coverage across the full footprint and specifies where each security and operational system rides on it, and (iii) only then the security equipment schedule, chosen freely because placement is no longer constrained by cabling. Funding deserves a hard look at the same stage: DfT match funding for lorry park improvements, insurer premium recognition for graded sites, and, for truck stops, the revenue side of paid secure parking, which drivers' employers will increasingly fund because the alternative is appearing in next year's loss statistics.

We should be candid about limits. A network stops nothing by itself; it needs a monitoring arrangement and a response plan behind it, and the determined, targeted theft of a specific load involves threats no perimeter technology fully answers. But the bulk of UK freight crime is not that. It is opportunistic and semi-organised theft from sites that are dark, unmonitored and known to be both. Ultimately however, the industry already knows what secure sites look like; the barrier has been the cost and disruption of wiring large outdoor estates to that standard. Private 5G removes most of that barrier, and we expect the graded, fully-covered lorry park to become what the fenced yard was a generation ago: simply the standard of care.
